E350 body mount bolts

The bolts holding my van down are raw steel, and very rusted. Have read all about the issues related here, but have one question. What is the knurled part of the bolt for?
I picked up some parkerized grade8 bolts to replace the oe., but not sure if any issue with the knurling? Is it just to keep the washer on the assembly, or does it work inside the sleeve?
The rust had spread to the floor a little.....which to me is A LOT!

It's for installation ease. Napa can order the OEM style bolts.
