Since you asked for suggestions, have you considered the DIY route? With a little practice you can get fairly good looking results with a small compressor and medium priced spray gun. NAPA carries all the paint, hardener and clear coat that you'll need. With Oxford White as the color, matching is no problem.

I'm only talking about doing the lower part of the van where you have the problem. There would be a line where the old and new paint meet but since we're talking about white on white it probably wouldn't be too bad especially considering the amount of savings that line represents.

I'll toss something out that might be helpful.........

Were this my van and suffering with the poor paint adhesion especially on the lower areas I'd strongly consider something like Monstaliner, similar to the Line-X products but seemingly a bit more user-customizable and applied via roller or brush to great effect. It can be tinted to match or contrast with existing body color quite easily. http://www.monstaliner.com/

Removal of masking tape can be made infinitely easier with this product: http://www.langeman.com/WireTrim

If the existing body paint is acceptable this approach may be more budget friendly, easily done DIY and at least partially addresses the adhesion and appearance issue.

Something to consider, another way to go perhaps.

Update on the Line-X debacle. The Line-X was redone by the shop and this time they actually prepped the surface like I think they should have in the first place. They stripped the paint, then etched it and then lined it. But, I still have the line of chipped paint around the perimeter of the van at the body line right above the lining and around the fender wells which I opted no to line the second time. So, next week it goes in for paint. While it will still cost me more that what I set out to spend, I didn't end up paying anything for the lining. My cost will only be slightly higher for paint but will have a new coat of paint top to bottom. Well, almost bottom.
