Not quite the same as what you're asking, but I regularly carry my dualsports (and dirtbikes) on a hitch carrier with an Aluminess swing out with a 35" tire on it. I did weld an extension on my carrier (AMC400) to push it out ~7" and most of my bikes clear just fine with the front tire towards the driver's side. The ones that don't clear that direction due to giant fuel tanks, or the handlebars contacting the spare tire, generally fit fine if I put them on the rack with the front tire towards the passenger side. I've used a few different anti-wobble devices over the years and have had the best success with the square u-bolt type that have a round bar instead of a flat plate to clamp it down:
