BLM West Mojave Route Network - comments due today (4 June)

From the Blue Ribbon Coalition;
"As many of you know, the BLM's comment period for the West Mojave (WEMO) Route Network Project (WMRNP) and Draft Supplemental Environmental Impact Statement (SEIS) ends on June 4, 2015. The proposed route network provides important motorized access for both general outdoor recreationists and OHV enthusiasts. Many of the routes are near the following OHV Open Areas such as Jawbone Canyon, Spangler Hills, El Mirage, Stoddard Valley, and Johnson Valley."

Well I've never seen any government agency do anything but sugar coat what they're shoving down out throats. It always seems reasonable until they implement something way beyond what you think will happen. So my guess is that the Mojave Road might be partially closed off???

The West Mojave Route Network Project (WMRNP) is a travel management planning effort covering 9.24 million acres in the West Mojave area of the California desert. Approximately 3.1 million acres in the planning area are public lands managed by the BLM. The WMRNP supplements the 2006 West Mojave Plan. The supplemental plan has two broad sets of goals:

Access Management
The plan identifies an overall travel and transportation management strategy, implementation framework, and access network for public lands users in the West Mojave portion of the California Desert.

Livestock Grazing
The plan identifies additional livestock grazing alternatives that may enhance long-term conservation goals identified in the 2006 West Mojave Plan.

The planning area covers the western portion of the Mojave Desert in southern California including parts of San Bernardino, Los Angeles, Kern, Inyo, and a small portion of Riverside Counties. The plan applies to public lands in the planning area, and the travel management strategies apply on lands that are available for motorized and mechanized travel on designated routes only, totalling approximately 2.35 million acres. Other public lands in the planning area may be in closed areas, such as wilderness, or in open areas, such as OHV Open Areas. Closed and open areas have existing area-specific travel management guidance, policies, or plans.

The WMRNP supplemental EIS will form the framework for route designation in the West Mojave area, consistent with the rest of the West Mojave Plan. The plan amendment will also address inconsistencies in the language between the CDCA and the West Mojave Plan.

In addition, travel management plans are being prepared to designate specific routes in various portions of the West Mojave and implement the route network.

Public Comments

The public comment period begins with the publication of the Notice of Availability in the Federal Register, which was issued in March 2015.

All comments must be received by June 4, 2015.

The West Mojave Plan is a federal land use plan amendment adopted in 2006, that (1) presents a comprehensive strategy to conserve and protect the desert tortoise, the Mohave ground squirrel and over 100 other sensitive plants and animals and the natural communities of which they are a part, and (2) provides a streamlined program for complying with the requirements of the California and Federal Endangered Species Acts (CESA and FESA, respectively).

The Record of Decision for the West Mojave Plan/Amendment to the California Desert Conservation Area Plan was signed in March 2006. Other agencies did not adopt the habitat conservation plan proposed in the West Mojave Plan to cover their jurisdictions, and therefore the adopted plan only applies to public lands.

In September of 2009, the Court issued a summary judgment remanding the route designations made in the West Mojave Plan, but keeping other parts of the plan, primarily related to the conservation of species, in place. A remedy order based on this judgment was issued in January, 2011, and identified the West Mojave route network, with few changes, would be in place until the remedy order is satisfied.

To satisfy the remedy order, new route designations must be completed, consistent with the court's order, by September 30, 2015, and new livestock grazing decisions must be issued within six months of the Record of Decision for this supplemental West Mojave EIS.


"Oh, this will make it better". Yeah right. My guess is it's another total load of biased crap that seems to be going on all over the place but I could be wrong
