For similar reasons, Washington residents used to buy their cars in Idaho. Kellogg, Idaho had some car dealerships that catered directly to that market and advertised in Washington.
I think Washington adopting California emissions standards put the kibosh on that. Idaho still follows the federal rules, so they get cars that don't meet the stricter standard. You can't bring a brand new car into Washington if it doesn't meet emissions standards. (Used cars are another story.)
One reason they may not have wanted to set up in Oregon is while Oregon charges no sales tax, they *do* charge dealers a "privilege tax" on cars they sell.
