The water issues in the West have a long, divisive history. From the Colorado River Compact to securing of Owens Valley water by the city of Los Angeles, the battles have waged and continue today. Columbia River allocations to power and fish, public access to "navigable rivers" - as a kayaker, there are a lot of "navigable" rivers today that were not when the term was coined - and the issues you've noted will provide fodder for years of arguments. Hopefully folks can sit down and come up with some fair solutions rather than hand millions to the attorneys to litigate the issues.

In fact, you can read the actual text of ANY legislation at this opencongress.org. My point is that we can no longer afford to rely on talking points and advertisements in order to form our opinions. At the very least we are being lied to with lies of omission and distracted by the titles of the bills. We must start at the source and seek the truth.

An excellent book on this topic is Cadillac Desert: The American West and Its Disappearing Water, by Marc Reisner. Although the book is almost 25 years old, it is very well researched and provides a thorough history of the settlement of the west and the role of the BLM and the Army Corp of Engineers.

It doesn't paint a pretty picture. Highly recommended.

The government controls way too much already.
