Well, it was not always mandatory, at least in NZ. We lived there 1972 to 1974, my parents shipped our US LHD car down, drove it the whole time and sold it there before moving back to the US. I was 15, and there were quite a few LHD cars around owned by Kiwis being driven about daily. Driving a LHD required extra attention but nobody freaked out about it then.
