it stands for Naval Criminal Investigation Service (I think)

Instead of camping in the Alabama Hills try Santa Rosa Flat off Mazurka Canyon out of Independance.

Great views of the Sierra Nevada. The weather in the Inyos should be warmer and drier than under the Sierra.

then 4wd up to Papoose Flat, down to Squaw Flat, thru Upper Marble Canyon and out to the Eureka/Saline road and back to Big Pine.

If you do go to the Alabama Hills dont miss the Stone House at the base of Tuttle Creek, the last mile of road is 4wd then about a 3/4 mile hike but its worth it.

Id say the highest place with a view of the Sierra Nevada you can drive to would be the end of the road to Barcroft Station in the White Mountains. (Up Silver Canyon out of Laws, down Wyman Canyon into Deep Springs Valley.
