As you alluded, it is there, in his profile - but not as an avatar. Two different things...

That's correct. Avatar and profile pictures are two different animals. I still do not know what the OP's question was. There is a profile picture in their profile section (a guy and gal in front of their van) but if they were trying to post an attachment on this page, yeah it didn't show. A different section allows a member to post an avatar picture from the User control panel.
