Most solar panel mounts I have seen use nuts and bolts or screws to attach the panel to the mount. How does one prevent a thief with a screwdriver and a wrench from simply removing a panel from its mount?

On my self-installed panel, the only bolts that are accesible from the top have nuts inside the van. I used fasteners that SMB installed through the top to mount the solar panel with. Took two people to tighten them, but it will take two to remove them also.

I had two Solara solar panels on the roof of my 2006 SMB, Cruiser top, installed by SMB. I lost one in 30-40 mph headwinds on I-15 in Utah in May of this year. It was attached using 4 fairly small screws...however these may have been some sort of fancy ones...
The new panel is now attached with bolts. A local place did it for me with guidance from SMB west.
BTW, my comprehensive coverage on the van covered the repair after I met the deductible.

Here is a snapshop of the nut and bracket holding our panel in place. Although not as dramatic as Cellular Steve's method You could replace the 1/4" nut with a security nut like shown below.
