Dave,

Rear mudflaps have been required in CA for years now. I got a fix-it ticket for it at least 5 years ago. It's just not a typical reason for cops to pull you over unless they're real bored or looking for more. I built some detachable ones recently. I posted pics on page ~72 of the "What did you do today" thread.

Yeah I saw that...nice job. A buddy looked at it some time back when you posted it. BTW glad you noted the page. That section seems to loose things cause it's so big of a thread.

The CHP told me that as long as the tires don't stick out pass the fender wells mud flaps aren't required. The measurement was something like no more than 1/2 inch if I remember correctly. Did the law change??? California never changes their laws right

Also, super job on that bumper you built!!! Wish I had a tallent like that.

Here's the CA language on mudflaps: http://www.dmv.ca.gov/pubs/vctop/d12/vc27600.htm

I am not a lawyer, but I read that as normal width tires or fender flares and enough rear overhang or mudflaps. It doesn't define how much overhang or any angles.

With an EB, I think I'm OK with just the overhang. However, I'm barely legit without fender flares with the 295 width tires.

On the Rock Tamers: A friend of mine who tows an airstream, which has (covered) windows right where rocks would hit has a set of them. They look a bit insane without a trailer hitched up, but they clearly work. They are physically big, so I can't see taking them on a trip and only putting them on where required.
