Replaced PH bows with cromo and they still bend

OK I have been wanting to accomplish this mission for a very long time. I did the whole boywonder shoulder bolt treatment to my penthouse and replaced both bows with brand new chromoly .083 wall tubing. I got them all painted, drilled out, and installed and took out my bracing. Low and behold the bars are under enough load to deflect about almost 2 inches. Is this normal and should I expect my new chromoly bars to bend? Click image for larger version
