Maybe OP is referring to a fuse block without the ground bus.
I figure the fuse block ground bus is the best solution. One solid connection to the body/frame from the fuse block ground bus. And since I am running a positive wire to the fuse block, it is easy enough to run the ground back to that ground bus at the same time. IF I have two grounds running from the same area, and loads are not heavy, I might combine the grounds into one run back to the fuse ground bus.
