You could easily make a frame that tilts the panels vertically when your on top. It would have the added benifit of allowing you to tilt the panels towards the sun if needed, and would be a back stop when you were on the roof.

So...how much weight are you will to tolerate from a roof rack/solar panels/observation platform/awning mount/water-balloon launch platform on your roof? Lots of good ideas here, but they all add to more dead weight much higher than your center of gravity.
