It is tough to get much into the little cylinders with this device - or any other for that matter. You need to turn the full propane upside down as was mentioned. That is the only way to get the liquid propane into the little guy which is what you NEED. It also helps to have the main cylinder full as the more pressure in that one, the more you'll get into the little one. Also, without the 16 ouncers (is that a word?) having a relief valve, you can't bleed off the gas till liquid comes out.
Bottom line is.... yes you can put some propane into the 16 ounce cylinders, but really not too much. At least I've never been able to get much in. Carry what you need and use the refiller in an emergency.
