Maybe they are used for a cover?

2001 Ford E250.

A previous owner had use for these (see pic). Maybe used to attach a cover? They rotate 90 deg so it looks like they would lock in something. They run along the bottom (maybe 6 of them) between the wheel wells. Anyone know what they are?

Also, is there normally something attached to this area? There are mounting holes along this narrow strip. Maybe I'll just paint this area.

I would say your initial assumption is correct - used for a cover. I've seen them mostly in the marine industry to fasten Bimini's, covers, etc

I can't tell the location on the van from the picture, but I believe the mounting holes you've described may be for the OEM steps/running boards.
