This is an old thread discussing tapping into the fuel tank for heaters or other accessories.
I searched Rock Auto and they list (for 2000 E-350 XLT V10) both 2 port and 3 port fuel pump assemblies.

It would appear all you have to do is swap out the assembly to add the 3rd port and hook up an external fuel pump.
I'm looking at this to fill a Jerry can fuel to 400cc dual sport motorcycle or a small generator.
The length of the pickup tube is about 1/4 tank but a short piece of hose could probably extend it lower.
This particular assembly seems to include a connector for the 3rd port so I assume the mating connectors would be available for a standard fuel line.
I have cut a hole in the floor of a cargo van and am pretty much committed to doing the same to the Van conversion. On the 2002 E250 cargo van the rubber hose between the pump and the pickup was rotted and fuel just went through a crack in the hose with no pressure to the engine.
