I wonder if it’s a NY/NJ van originally. Up there they install those circle windows because they allow a van to drive on the parkways that are otherwise closed to trucks. There’s some rule that if the ban has windows in the side rear then they can drive on those roads. People even call them “parkway windows.”

Also, I agree: that doesn’t look like any sort of rust to worry about. Just normal surface oxidation.
