Looks nice and I considered it, but it's definitely not one for Central California. No windows, no AC, and no pop top. That would be a melter.

How much would it cost to get AC added to it. Rear AC and through the floor so it would be ready for penthouse? Also, would it be possible to add seat belts to the rear couch or do you have to get a new couch?

Lap-belts can be added to the existing bench by anchoring them to the floor. Shoulder belts are not really designed for side load. You need a 4-pt harness for that, and either of those options would be much harder to add.

As for A/C.... I think adding one to the pop-top would be easiest/cheapest. However I think maybe only CCV allows A/C on their pop-tops.

Factory rear A/C is not exactly an easy upgrade, and it won't work while the van is off. I read occasional complaints that the Danhardt may not provide adequate cooling (but it can be run from shore power or from an inverter, at least for a short time). THere's also a thread somewhere on this forum about retrofitting a window A/C to sit in a cabinet and vent through the floor. Looked pretty nice!
