IPR% is 14.8 KOEO and quickly goes to 84.5% while cranking. The ICP is at 280 while cranking with the sensor plugged in or out. The oil is already at 80, same as air temperature here. Really frustrated as the van was running well (except for rough start when cold) and all I did was change oil and filter. I do notice that ICP volts is now 0 even while cranking, whereas before is was .2-.5.

That’s pretty typical for a truck with a bad High pressure oil leak. 85% is basically maxing out the IPR.

Based son the pattern of symptoms, I’d guess one of the following:

1) your stand pipe o-rings were leaking, and one finally split or blew out.

-or-

2) your sump screen was plugged, and finally blew out sending debris into hpop.

At this point, you do need a tow for tear down. They’ll have to use compressed air to check the oil lines for leaks. If those are leak-free, then you take out the HPOP for inspection. To get to either, they’ll see the sump screen and it’s condition will help OD whether the HPOP is suspect.

Sorry I don’t have a more optimistic answer for you :/

This may seem a silly thing to ask, but it crossed my mind after your saying this was following an oil/filter change. Are you sure you put enough oil in? Too low of an oil level and you will not build the pressure to fire the injectors.

Hogasm, did your buddy let his truck cool down for a few hours and then try to start? Hot start problem is typically the dummy plug seals or nipple cup seals. When the oil is cold it has greater viscosity and has a harder time blowing around the bad seal(s), so the system is able to build enough pressure to actuate the injectors.

Definitely put enough oil in. Checking dipstick showed max on oil level.

Here are some links that might help.
If the ICP doesn't reach >500psi, the injectors won't fire.
We were driving on I-80 and suddenly lost all engine power (like the engine turned off).
We rolled to a stop and checked Utube for help.
We had recently installed a Edge CTS2 (now a CTS3) to replace the scanguage and that allowed us to DIY that the hi-pressure oil system was broken.
Got towed home and spent some money to fix the issue.

What was on the repair list for the "bulletproofing?" STC fitting? dummy plugs?

Usually, in order for the engine to start, with your scan tool, you look for (cranking values):
cam/crank sync (sync=1)
FICM sync (the FICM is the Fuel Injection Control Module) (sync=1)
Commanded fuel pulse width, FPW (to ensure that the fueling command is given)
ICP pressure of 500 psig minimum
Cranking speed of 150 rpm minimum (PC/ED says 100 rpm, but functionally it is 150)
Acceptable system voltage (typically over 10.5 volts)
FICM Main power (MPower) of 46-49 volts
FICM logic power (LPower) voltage of over 10.5 volts, and
v-reference voltage (5 volts +/- .5)
