I have issues with my cruise control too. The light indicator never comes on when pressing the on button. Some times the cruise does work, but rarely not. The horn works, so by the sounds of it the clock spring is not the problem. However, there is a funky sound in the steering column when turning the steering wheel over at slow speed.

I will try replacing the master cylinder switch.

I just had this problem, it was the clockspring on mine...
I got one from the local pull a part for $13. And spent 15 minutes changing it.

IF that sound is noticeably just under the steering wheel its very possible the clock spring internal wiring "tape" is tearing apart. In this case the horn would still work, SRS light not illuminated but CC not working.

I had this same situation, here's few photos of the clockspring once the steering wheel was removed:



Notice how the white part is off-centered.



The white part pretty much lifted right out, no force required. Keep in mind when functioning properly clocksprings are single pieces that cannot be separated. Also notice the "tape" isn't laying flat inside the clockspring---typically its not a jumble like shown.

I disagree with BBasso about using a salvage part but that's just me. Its not a difficult replacement but not something I want to do more than once in a van's lifetime.

Raises the probability of another replacement sooner rather than later. I plan to check mine as I am having the same symptoms with my cruise as well.
