yes that is def low for boost.
I just went through this on my van. For a stock van (e.g. no tuner, intercooler, water meth etc) you should get around 15 (I am getting 14 pounds right now). The Exhaust Back-pressure Sensor (EBPS) should read around 12 (that is the default setting on a stock motor to keep EGT's down without an intercooler. This effectively limits the amount of boost the turbo will produce).
If you are getting higher readings on the EBPS that could indicate a bad sensor or plugged cat. My cat was plugged too (only getting about 10 pounds of boost after the new turbo until we "fixed" that).
The stock turbo's are known to separate over time (this is what happened to mine) which would cause low boost values.
Since you are in the single digits I suspect your turbo might be going or gone. I would take the doghouse and heat shields off and look at the main bolts (or bring it to a mechanic if you arent comfortable doing that).
