Parking Brake actuator problem

I have a 1995 Ford E250 Sportsmobile and it has a bad parking brake actuator (Ford calls it a Control). It is the push and push to release type (I think it is the worst type actuator but it is what it is.) The actuator is not working correctly anymore. It releases before you can engage the brake. I have removed the actuator (a real pain) and cannot see anything obviously wrong with it.

1) Has anyone experienced this problem and what did you do?
2) Can a newer "Control" actuator be used with a release lever be used in its place? Does it have the same mounting holes and cable pull?
3) Any ideas where to get a replacement?

My mechanic really did not want to get into this. So I am.
