I believe that is only partially correct. The small exterior vents supply air to the burner and hot exhaust air from the burner back to the outside. Inside the van (at least ours) there are also two larger vents. One is air being pulled out of the van interior and passed over the burner and the other is warm air being returned to the van interior. The combustion area and van interior air vents are completely separate and the air from inside the van is being heated indirectly. CO is typically formed when there is insufficient oxygen such as using a BBQ inside an enclosed room. Unless there is a restriction in the outside ducts to and from the heater burner, CO shouldn't be produced. But, regardles, that CO is going to be exhausted outside the van and not inside because of the completely separated systems.
So, unlike a propane cooking stove, there is no need to open a window when the heater is running.
