Suburban gas water heater question

We have a water heater in our van that we've never used and I don't think the previous owner ever used either. We are attempting to get it working but I can't find a manual to explain some basic things. I'm hoping someone can help out.
My question concerns the cold and hot water intakes on the tank. They both have an 'open' and 'bypass' setting. It's not clear to me how these should be set for filling, heating and using the hot water. Can anyone explain this to me? Greatly appreciated.

To use put both valves on open
Bypass shuts off water to and from tank for draining

Thanks! The hot water tank is connected to our 10 gal water tank. How do I fill the hot water tank?

Never mind - I figured it out and it seems to be working.
