I pulled the plastic tray out of a last generation Dodge, about a 2001 screwed the sides to the nearby sheetmetal, and made a leg out of angle steel underneath to support it off the wheel housing.

Tray is welded in on my '94, welded on the outside and the rear walls, if I recall correctly. Mine is also rotted, but lightly, so I was going to line the base with luan and drill a hole in the side wall for the mounting hook to attach into. Jackleg, I know, but I might try something more suitable once I begin the engine work and get a better look at it.
