Not mine and no association. Possible potential for somebody to buy the van and sell the carpet cleaning stuff to lower cost basis? Not sure what the 1700 hours means....on the van or on the motor of the carpet cleaning stuff?
Might be for the generator, but those 1700 hours could be engine hours. I bit high for 34k miles, but I bet it idles a lot so it could well be engine hours. That is an average of 20mph, so if engine hours, a good bit of idling.

If the 34K miles is accurate that would be understandable as I'm sure the van sits more often than its actually being driven. In the winter months my work van sees a lot of sitting but with engine idling to keep materials, tools and parts warm.
Nothing I see would be irreversible so that might be a decent deal. I'm sure the carpet cleaning gear adds to the price but maybe the could be negotiated out OR sold to someone else?
Seems a little high, depending what the carpet cleaning gear is worth for a base model cargo. I picked up a pristine 2010 E350SD XLT Extended Passenger with 22,500 miles on it for $17K. If I recall correctly the hour meter was at 690.
