Advice on a '94 E250 V8 w/ Dog on its way to South America

I am a SMB newbie, looking to buy my first rig for a Central-South American road/surf trip with my girlfriend and dog.

1. Do any SMB owners with dogs have advice on traveling with your dog?
2. Also, can anyone give me advice on what the below vehicle should be worth? Or how much might it depreciate once I add 50k+ miles?

They are asking $28,000 for a 1994 Ford E250, RB30, V8 2WD with 97k miles.
Features include:

I am concerned about the mileage being near 100k (seems high), but I have read that these vans can potentially power on much further than that. Also it is scary to see that Blue Book value is closer to $2,500! Resale value is important to me. Thanks for any and all advice on this decision!

Also, if anyone would like to sell a rig that is similarly or better priced, please let me know.

4x4, or at a minimum limited slip differentials or lockers would be a great advantage in Central/South American roads, not to mention the beaches.

No 4x4? Planning on sticking to paved roads? I'd think a winch might come in handy at least but I've never even been out of the US so hard for me to comment

There are still many uncertainties, though I am mentally committed to the trip. I am sure the route will take us up lots of hills and toward wherever we can find the best waves.
I'd like to keep the total cost of the rig under $30k, though I could go a bit higher.
Emergency repairs budget- $5k? I could dish out more if necessary.

I am checking out the 2004 GMC w/ Quigley 4x4 on the SMB website.

Here is another interesting one I found. It has more mileage but this one is a diesel 4x4 for $21k. The owner said the engine has 100k+ more miles to go, and would cost about $3k to completely rehaul when she's done:
4x4 E350 Ford diesel conversion RV van made by Sportsmobile in Fresno California 1993 - 190k. This rig has a sweet setup and runs good: Quigley 4x4, new injectors and pump, new complete rear end, new complete F/R brakes, transmission just completed, 4" lift (33x12.5x16), new tires and rims, line-X "rock" panel goes 12" high around bottom of entire van, 12V RV light system, solar charging system, awning, custom built F/R bumpers, warren wench, fog lights and spot lights, surf/snowboard rack, mountain bike rack -HD, new CD/Stereo, fridge, Onboard Propane System: Stove Top, Oven, Heater w/ Thermostate, Fresh Water System: 35 Gal Tank, Sink, Hot Water, Outside Shower Attachment. Plenty of storage area/closets/cabinets, PH bed. Traveled from Alaska to Chile and back.

Isn't it easier to find diesel down there or is it just as easy to find gas? If diesel is the prefered choice of fuels, I would stay away from the early 6.0's and look for a 7.3 Just my opinion.
