Body rust under CB antenna

We have some body rust forming at the hole cutout for the CB antenna on the van roof. Has anybody here dealt with this issue? Anybody removed their headliner at the van cab to address this? Thanks in advance for any pointers you guys have to offer.

The liner comes out pretty easy. I would take mount off then sand, primer and coat with good paint. When re-installing, I would add some butyl around the hole. Sure fix the problem.

Thanks, Tex. Sounds almost like a fix similar to the PH bolts. I'm just stressed about removing the headliner... I vaguely recall attempting it a couple years back and aborted the mission because it seemed like a PITA. I was hoping somebody had posted a good tutorial video on this by now. Thx
