That is part in an early version of Ramsey's R.I.P.
You jam it into the front leaf springs of a Quigley or SMB 4x4 conversion. It smooth's out the ride and gives you added lift at the same time. The handle allows for easy installation and is also a place to attach the travel limiting strap to keep you from "over articulation."

Glad to hear it isn't related to 2 wheel drive lift kits, since I just sent my shocks to Ramsey for a re-valve and threw that thing in the trash.

Whew, dodged a bullet there!

Ok I'll say it, it's a push assist handle to be used when you need to get a broken 6.0 moved from the main road. I have a 6 and will be making one of those too.
