So no one in your neighborhood has a pickup truck?

If so, then that HOA rule basically makes it hard/impossible for someone in certain trades, or fields of engineering, to live in your neighborhood.

If there are pickups, then I bet a bunch of them have commercial registrations.

I don’t think having your van registered with comercial plates is going to be a problem. If it is, then it would also apply to every pickup truck parked in said HOA’s jurisdiction. Most HOA’s do not want semi trucks parked in the neighborhood, and their reference to “commercial vehicle ” is for that and not a van or a pickup truck.

As to a “recreational vehicle”, again, most HOA’s are restricting the parking of an RV, as in a large motor home and not a van conversion, but they may have restrictions regarding the parking of a vehicle for storage.

And they don't want your guests staying in their RV on your driveway.

My van has plates with a passenger vehicle number/letter pattern, for what it's worth. Started as an E-250 cargo and was immediately converted; the door jamb sticker lists Ford as providing the "incomplete vehicle" and Sportsmobile Texas as having completed it. It has seating with seat belts for up to eight people, but only the front two seats are from Ford.

As a couple people have noted, pickup trucks generally have commercial plates, even though they're not used for commercial purposes. I think you need to figure out exactly what criteria your HOA is using, because it's unlikely to be just based on registration.

Note that for both HOAs and local ordinances, the sole criterion is often "has anyone complained?"

Mine is just registered as a standard vehicle. Not commercial. That van was purchased new by SMB and then modified for me.

CA just raised my registration to $600 this year. It was $490 last year. I voted to get rid of the increase in registration fees and gas taxes but, unfortunately, most of the state must like paying more since that bill failed.

I bought a short 2016 sprinter passenger van from the dealer and DMV automatically issued me commercial plates. While useful, l gave them up for personalized plates, so you could do the same to get rid of commercial plates without paying the extra for a passenger van. I’ve not changed registration since converting it to a camper.
