How's the rear latch supposed to look

The rear penthouse latch felt a bit funky and I had a look at it today and found this screw sticking down about a half inch from flush. It also looked like it was interfering with the latch chain a bit. The mystery is the screw, what does it do and how should it be oriented? The black plate can rotate some with care, but I do not want to loosen that bolt holding the latch on too much. Is anyone familiar with this setup?

Someone likely added that screw for some reason, maybe to stop the chain from rattling or something? My 1998 did not have the screw; just a bolt going through the chain link and then into the top.

I agree. I've seen a lot of SMB's and never have I seen a screw added there. Probably just to shore up a rattle or something loose by a previous owner and it has once again come loose. I would screw it back in tight and see if your situation improves.
