I have done this here in Colorado, it is simple. You have to have like four of seven different things inside the van to retitle as an RV. My diesel turtle top has a bed, a rear camp kitchen, a gravity fed 5 gallon water system and a luggable loo porta potty. Those things qualify it as an RV so full coverage with State farm is only $40 a month. Nowhere in the qualifications did it say that these things have to be permanently mounted just that they have to be present. I'm about to retitle a Quigley I'm working on, as an RV using the same list. I take it to DMV, they walk out, inspect it and issue a new title, very simple here. Before you over complicate things talk to someone in person at DMV and you might discover it's easy peasy. I've done similar things with short buses after removing seats had them reclassified as a non-cdl less than 14 passenger vehicle.
