I found that 7/16-20 worked in my 2011 passenger van. Seems like the standard for Ford. I pulled some shackle style tie downs out of a newer transit and they bolted right in.

I’m following this one because I’ve tried to come up with a way to hang curtains from those locations on my 2014 E350. The combination of 11mm x 1.25 TPI isn’t available any place I’ve looked. I’ve tried the bolts I removed with a 7/16-20 nut and they didn’t work (unless the nut at Home Depot was buggered up). I was going to order the parts from Ford, but the pictures don’t match the shoulder bolts I was looking for.

I bought some of these and drilled them out to match the bolts, but looking for a cleaner solution:

And herein lies the problem. Just did the math and 7/16x20 is roughly 11.1 x 1.27 so this leads me to believe the bolt is actually 7/16x20. Which, as I mentioned in my first post is too loose.

I'll pull out my full metric and standard tap and die set in the next week or two and see if I can find a tighter fit.

For now, I have mudguards to make. ;-)
