steering column question

I have a 2001 Ford SMB and think that somewhere along the line the PO perhaps replaced the steering column. It is a non-tilt.
Is there anyway want to tell with the vin or door tag if a tilt or non-tilt came with the vehicle.

The steering wheel was also replaced as I noticed it did not match other 2001's I have seen.

When I take my VIN to the dealer parts department, they can tell me what the proper replacement parts are.

I don't think the VIN identifies 'minor' options like Tilt, PW, PDL, etc. Sometimes the body tag can ID colors , upholstery, etc.
