suburban water heater thermostat fuse

I have a 6 gallon Suburban water heater that operates on propane or 120 volt AC. the AC thermostat has a 'fuse' which is really just a piece of wire that melts to cut power to the heating ellment in case something isnt right. Mine was burnt out, so i replaced the thermostat becasue the fuse is not really replaceable (at least it looks like you arent supposed to do that). The second one melted too. Does anyone know what the root cause migt be? It's strange that the circuit breaker doesnt kick off. thanks for checking.........

i found it. it was easy. the AC "ground" and 'neutra'l lines were not independant. i moved the offending neutral (white) wire to the nuetral buss in the breaker box and it is all good now.
