1994 was the last year for the IDI in the van. 180HP/380ft-lb is my recollection. I had a 1994 E-350 and it was a very capable vehicle, but the E4OD was the Achilles heel. I went through two of them...

Is there a possibility that your transmission range selector switch is no longer recognizing park and/or neutral? The wires to the smaller pins of the starter relay should have continuity to ground...
