I might add that the bracket that’s held down by a fender bolt has never moved even though there is just one bolt holding it. A 102 inch whip might be a different story though.

I doubt its on purpose. When matching shoes to the drum using a machine, 100% contact is the goal with the exception of a slight ramp on the leading edges.
