I would recommend marine grade 3/8s" shock cord and all stainless hardware. The pain here is the labor. You don't want to do this again soon and you don't want rust streaks down the fabric.

When I put hooks on the ends of shock cord I use "Hog Rings". They make a pair of pliers for these. Plenty of blood blister potential here.
