So I have an '05 Diesel built in Fresno and both starter batteries are under the side door. Where would my isolator be?

Is that a function of the isolator or the blue sky panel? When plugged into shore power I get 0 charge on my starter batteries and SMB Texas said that's normal for an isolator.
