I would definitely use a fan - I was trying to suggest that a small fan with a speed control and small amp draw would probably work just fine. Hot water temperature is usually 105 - 120°F. I don't...

No numbers for ya but I'm of the opinion that it will take very little air movement to get the radiator to work in something as small as a van. If you think about it radiators have and are being used...
