Black ABS (waste pipe) comes in all different sizes. There is a glue on theaded cap that you can buy and maybe drill a hole thru and put a padlock on it. I have not tried it though.

This is how I set up my fishing rods.
You might try this it fits on the end of standard 3" ABS pipe but I don't know if it locks. LINK...
