A simpler way to force more air through the grill, even with an aftermarket bumper, is to add an airdam below the bumper. This creates lower air pressure below the van and will draw more air through...

It will help your A/C in town. On the highway it won't move near as much air as the factory fan, so I doubt it will do anything for cooling when you really need it.
