Yup. What Ramsey said. No matter what the passenger will get punched in the face, but if they don't have their seatbelt on, they get punched harder (still better than going through the windshield)....

I think there is some confusion in how the seatbelt switch interacts with the airbags.

FMVSS requires airbags as a passive restraint, in case an adult passenger is not wearing their seatbelt....

I think you may be correct about the "optional" airbag configuration. Starting in '09 vans could be ordered with the passenger-airbag-off key switch. Prior to '09, only the cutaways could be ordered...

Yes, the pre-tensioner is part of the restraint system and will trigger airbag codes. The Airbag light will clear itself at the next startup cycle if the condition is no longer present.

I think it's a typo in the doc. Airbags were standard since '97. The option was the "passenger airbag delete". So yeah, I think that's how you avoid the airbag light or the potential for missiles...
