This his chart shows what pressures to expect at different temps. You would only see 260lbs at an ambient temp of 90degF or better. At a cooler temp, you would want a lesser pressure.....

I think the OP is saying air only comes out of the dash vents, and when on high. I don't think he yet understands the systems are somewhat separate, and he likely has multiple issues.
