Yup, Personal Hotspot shows up in both places on mine (a 3GS with iOS5 (v.5.0.1), on Telus in Canada).

You shouldn't have to jailbreak for this. Go to Settings > Personal Hotspot on your iPhone. You can connect to your laptop via USB or Bluetooth.
