Yes totally absurd and a bogus charge... I'd find another shop. They should find the leak or know where it's if you tell them and fix it, and only charge for that... But if you know where the leak is...

NO that's a total BS fee, did they provide what so called diagnostics they did and what tools they used? Or if you haven't dealt with them yet can they show you what they do... ?
