Don't cut a hole to test (or to replace the tank). Just use the info in my post above and bypass the whole dam lot. Trust me I wish I had followed what most people on net said and just bypassed it...

I was sure it was the 1 way valve and not the tank, so I removed the fender and drilled a hole in the innerfender so I could grab the valve and test it.

There is a common issue that the vacuum chamber cracks, this is what holds the AC flaps open at low rpm when the engine doesn't make enough vacuum to hold them open. Your problem description sounds...
