Who knows. I've tried to find clear rules on the CARB website without much luck. Everything seems very subjective depending on the inspection tech.

Not even sure about the turbo or turbo housing....

Dave, do you have a stock exhaust, or aftermarket? You should get some benefit from a larger exhaust, larger down-pipe (if there's one that fits a 6.0L van), and maybe a heat wrap on the down-pipe.
