This is true, however, as a backup, I have a tire that fits in there for a second spare. I guess if you've never needed it, you wouldn't see the value.

It was the handle.

I removed the rivets with a drill, and replaced the handle, and re-installed the handle with some nuts and bolts, and loctite. All good, about a 30 minute job.
